A public debate about Chinese medical system reform was started in May 2005 following the publication of a report by the Developmental Research Center under the State Council that concluded China’s medical system reform in the past ten years was primarily unsuccessful.  The report won applause from the public and supported by a number of opinion polls.  A new proposal for China’s medical system reform is believed to be submitted to the State Council for approval.  The new proposal for medical reform is likely to emphasize the state-owned hospitals as the primary force in healthcare provision, while private capital is encouraged in healthcare as a supplement of the public healthcare system.
