In order to adapt the direction of foreign investment to the planning for economy and social development of the country, SFDA requires provincial-level food and drug regulatory departments to strictly implement the industrial policies of the state and do a better job of the access control. For foreign-invested enterprises already approved, the provincial-level food and drug regulatory departments shall indicate the production scope for manufactures of prepared slices of Chinese crude drugs when renewing the Drug Manufacturing Certificate, marking "cleaning or cutting" on it.

According to the general rules for Chinese crude drug preparing in Chinese Pharmacopoeia (2005), preparing of crude drugs refers to the making of prepared slices with certain specifications by cleaning, cutting and processing to adapt to the requirements of medical care and the need of dispensing and preparation and to ensure its safe and effective use. Preparing of crude drugs includes cleaning, cutting and processing. The application of preparing technique of traditional prepared slices of Chinese crude drugs refers to the application of processing technique.
