Adopted by the State Council at the 102nd Executive Meeting on August 17, 2005, Regulations on the Administration of Precursor Chemicals was promulgated by Premier Wen Jiabao as the No. 445 Decree of the State Council of the People's Republic of China on August 26,2005. The Regulations shall enter into force as of November 1, 2005.

The Regulations comprises eight parts: general provisions, production and distribution control, purchase control, transportation control, import and export control, supervision and examination, legal liabilities, and supplementary provisions. Classification and List of Precursor Chemicals are attached as appendix at the end of the Regulations.
