In accordance with Regulations for the Control of Narcotic Drugs and Psychotropic Drugs, The State Food and Drug Administration (SFDA) and the State Post Bureau jointly formulated Provisions for Narcotic Drugs and Psychotropic Drugs Mail Shipment, to strengthen the management and security of narcotic drugs and psychotropic drugs mail shipment. The Provisions shall go into force as of November 1, 2005.

The Provisions specifies the definition of narcotic drugs and psychotropic drugs, the applicable scope of the Provisions, the eligibility of designated post organizations, documentation required for obtaining mailing certificates, requirements to receive mailed narcotic drugs and psychotropic drugs, and other issues.
